2011 CTEP Announcement: 25 Shortlisted Candidates!

Dear CTEP applicants!

Over 80 applications been sent from youth all over Thailand. It is very pleased for to know that more young Thais are interested in peace built-youth exchange program. The committees has been working hard over the week to go through reading every single application.

Based on geography background, university field study, sex, gender, religion, ethnicity and as well as motivation in participating in the program and contribution/commitment to sustain the project after coming back . Therefore, we have tried our best to screen the right person for this programme and we have finally shortlisted 25 interesting applicants.  Please see the list below.

For those who are not selected here this time. We are so thankful for your application and interest in our program. Please do not feel discouraged, we believe that you are the one who already making a positive change in a part of your community and wanting to have sustainable peace in our world. This time is not just right for you yet. We are sure that there are  more opportunities to come and we will keep you in touch and updated.

CAMBODIAN-THAI EXCHANGE PROGRAM (CTEP) 2011

Initiative of Change Association Cambodia in collaboration with Thai Volunteer Service, Thailand

A. Background:

Long time of historical conflict and stories passed from generation to generation created hatred, prejudice and unhealthy relationship among people of the two neighboring countries, Cambodia and Thailand. Current clashes at the border have made things even worse and this needs immediate proper actions to be taken.

Initiatives of Change Association (ICA) and Thai Volunteer Service (TVS) have a similar vision to see the future of our two countries related to peace. Both organizations, with the financial supports from American Friend Service Committee, had the first meeting from 22nd – 23rd August, 2010, in Bangkok to discuss the joint programs they could do together to maintain peace building and friendship among the two countries’ youth, which is a cross-border dialogue, namely Cambodian Thai Exchange Program (CTEP). They finally developed a shared vision, mission and priority activities. They met for the second time from 11th – 12th March, 2011 in Bangkok to finalize the programs and the Joint Youth Camp will be the first activity for the CTEP.

B. Theme: “Let’s Learn to Live Together”

C. Objectives:
The camp aims to build deeper relationship among Cambodian and Thai youth through living and learning together in order to reduce discrimination and prejudices.

I. Date and Venue

Date: 07-13 November 2011

Venue: Picnic Resort, Sihanouk Ville, Cambodia

II. Participant

The Camp will be participated by Cambodian and Thai youth who meet the following criteria:

- Aged between 18-35 years old
– Able to communicate in English
– Peace oriented (90% of them interested in and 10% of mixed)
– Sense of ownership by contribution 10 US$. Scholarship of those who are necessary needed
– Committed to participate for a whole period of the camp
– Be open-minded to learn from new friends

III. Travel & Accommodation

All ground transports and meals will be provided as indicated in the program.

ICA will provide accommodation (based on sharing) from 07 to 13 November 2011. All participants are responsible for their personal expenses, such as mini-bar charges, room service, telephone calls, laundry service, use of business center facilities, and the Internet.

IV. Language

The program will be conducted in English.

V. Registration

The participants should complete the registration form and send it to Thai Volunteer Service by 30 September 2011. Download CTEP application form. The completed registration form can be submitted in PDF format to ctep.thailand@gmail.com. We will select 40 participants (20 participants from each country) to participate in this program.

โครงการแลกเปลี่ยนเยาวชน กัมพูชา – ไทย: เมื่อเยาวชนร่วมเพาะเมล็ดพันธุ์สันติภาพ

ประสบการณ์จากเยาวชนไทยที่ได้เข้าร่วมกิจกรรมมิตรภาพกับเยาวชนกัมพูชา “เราอยู่ด้วยกัน เราแลกเปลี่ยนความคิด ความรู้สึกระหว่างกันจนผมพอมีข้อสรุปอะไรบางอย่างขึ้นมา นั่นคือ เรามีสิ่งที่เหมือนกัน มากกว่าสิ่งที่ต่างกัน เราเชื่อมั่นในการเปลี่ยนแปลงด้วยสันติวิธี อันจะนำไปสู่การพัฒนาร่วมกันที่ยั่งยืน”
เมื่อวันศุกร์ที่ผ่านมา (20 ส.ค. 53) ผมค่อนข้างจะตื่นเต้นกับการประชุมระหว่างเยาวชนกัมพูชา – ไทย ซึ่งรอมานานหลายวัน
ผมไม่มีข้อมูลอะไรมากนัก ไม่มีอะไรจะเตรียมตัว กำหนดการที่ได้รับจากผู้จัดงานมีเพียงโครงกิจกรรมคร่าวๆ เท่านั้น ออกจะตื่นเต้นอยู่สักหน่อย ที่จะได้รู้จักเพื่อนที่ถือว่าเป็น “เพื่อนบ้าน” จริงๆ อีกหนึ่งประเทศ ซึ่งผมไม่ค่อยรู้เรื่องอะไรมากเกี่ยวกับพวกเขา
ภายใต้บรรยากาศทางการเมืองระหว่างกัมพูชา-ไทย ที่เกิดขึ้นต่อเนื่องเรื่อยมา ผมนึกไม่ออกเหมือนกันว่าเขาจะนึกเช่นไรบ้าง นึกเลยไปถึงความร่วมมือในระดับอาเซียนที่ผู้นำรัฐบาลแทบจะทุกประเทศในแถบนี้พูดถึงกันมาเป็นสิบๆ ปีนั้น จะเป็นการประสานประโยชน์เพื่อพลเมืองแห่งอาเซียนได้จริงหรือไม่ และอย่างไร
เรารู้จักกันและกันน้อยเกินไป ผมเชื่ออย่างนั้น…
พอพูดถึงความเป็นไทย ความเป็นเขมร ความเป็นลาว ความเป็นพม่า มันทำให้รู้สึกแตกต่างและแปลกแยกทันทีที่ได้ฟัง มายาคติและความคิดความเชื่อผุดขึ้นหลอกหลอน ประวัติศาสตร์ที่ถูกฉายภาพให้เห็นแต่เพียยงความขัดแย้ง สร้างปมในใจจนสะสมกลายเป็นการแสดงออกซึ่งความรุนแรงในมิติต่างๆ
เมื่อผมได้พบเจอคณะเยาวชนซึ่งเพิ่งจะเดินทางมาถึงที่พัก ผมรู้สึกไม่แตกต่างกับพวกเขาเลยสักนิด
ไม่ใช่เพราะว่าหน้าตา นิสัยใจขอของพวกเราคล้ายคลึงกันหรอก เพียงแต่รู้สึกว่า เรามีความเชื่ออะไรบางอย่างที่เหมือนกัน…
ผมชอบศึกษาประวัติศาสตร์ ผมเลยพอมีความรู้อยู่บ้างเกี่ยวกับอดีตของภูมิภาคนี้ มันทำให้ผมรู้สึกตระหนักอยู่เสมอว่า ในตัวผม อาจมีสายเลือดของทุกกลุ่มชนที่อาศัยร่วมกันในภูมิภาคนี้ผสมอยู่ก็เป็นได้
ความเป็นไทย ความเป็นเขมร จึงเป็นเรื่องที่ผมรู้สึกว่า ไม่ได้ทำให้ผมรู้สึกแตกต่างแปลกแยก
เมื่อได้พูดคุยแลกเปลี่ยนเรื่องราวทั่วไปกับเพื่อนกัมพูชา ยิ่งทำให้เห็นว่า เราเหมือนกันมากกว่าที่คิด ทั้งรากฐานทางภาษาวัฒนธรรม หรือแม้กระทั่งมารยาทและนิสัยใจคอ
เพื่อนกัมพูชาหลายคน เข้าใจและพูดภาษาไทยได้อย่างดี เป็นเพราะบางคนมาเรียนระดับอุดมศึกษาในประเทศไทย หรือบางคนก็รับสื่อจากไทยมาโดยตลอด ทำให้ผมนึกละอายที่ไม่รู้ภาษาของเขาเลยสักนิด
กระบวนการที่เกิดขึ้น ส่วนใหญ่เป็นการสานเสวนา ผู้จัดงานเห็นว่า หลายต่อหลายครั้งที่มีการจัดพื้นที่สำหรับเยาวชนระดับระหว่างประเทศเช่นนี้ มักจะเป็นการเอาตัวงานเป็นหลัก ละเลยการดูแลหรือเรียนรู้ระหว่างกันและกัน
ผมว่านี่คือข้อสำคัญ เราจะไม่รู้จัก หรือไม่เข้าใจความเป็นเขาเป็นเราได้เลย ถ้าเราไม่เคยพูดคุยและรับฟังกั
ตัวตน ความฝัน ความคิด ความเชื่อ ถูกกระบวนการละลายออกมาให้เห็นอย่างช้าๆ เยาวชนกัมพูชาแต่ละคนมีจิตใจที่มุ่งไปสู่การเปลี่ยนแปลงสังคมในทุกระดับด้วยสันติภาพและเพื่อสันติภาพ
ผมได้รู้ในสิ่งที่ไม่เคยรู้มากมาย สถานการณ์จริงที่เกิดขึ้นในกัมพูชาผมไม่เคยรู้เลย เพราะข้อจำกัดทางภาษาที่ผมไม่สามารถเข้าใจภาษาเขมรได้นั่นเอง การรับสื่อเพื่อติดตามเรียนรู้จึงไม่สามารถทำได้
ไม่ใช่แต่เพียงความยากจน หรือ ไม่เข้าถึงโอกาสทางสังคมด้านต่างๆ เท่านั้น ที่เยาวชนกลุ่มนี้ต้องการจะยกระดับในประเทศ แต่สิ่งที่กำลังจะเชื่อมโยงเข้าหากันระหว่างกัมพูชา-ไทย ในนามของกลุ่มเยาวชนกลุ่มเล็กๆ กลุ่มนี้ คือ การเปลี่ยนแปลงร่วมกันโดยก้าวข้ามพ้นความขัดแย้งทั้งปวง
คงเป็นเพราะเรามีผืนดินร่วมกัน มีสายน้ำสายหลักสายเดียวกัน มีทรัพยากรชุดเดียวกัน รวมถึงประวัติศาสตร์ที่เรามีร่วมกันนี้เอง ที่อาจจะเป็นแรงผลักและเป็นปัจจัยให้เรามาพบกันเช่นนี้
สองวันที่กระบวนการดำเนินไป เราอยู่ด้วยกัน เราแลกเปลี่ยนความคิด ความรู้สึกระหว่างกันจนผมพอมีข้อสรุปอะไรบางอย่างขึ้นมา นั่นคือ เรามีสิ่งที่เหมือนกัน มากกว่าสิ่งที่ต่างกัน , เราเชื่อมั่นในการเปลี่ยนแปลงด้วยสันติวิธี อันจะนำไปสู่การพัฒนาร่วมกันที่ยั่งยืน และ เราต่างต่อการแสดงให้โลกเห็นว่า ความขัดแย้งที่เกิดขึ้น ไม่ใช่เรื่องของพลเมืองระหว่างรัฐ แต่เป็นเพราะคนที่อยู่ในฐานะผู้นำทำให้มันเกิด เนื่องจากต้องการประโยชน์เพื่อกลุ่มคนใกล้ชิด ไม่ใช่เป็นไปเพื่อนพลเมืองทั้งสองประเทศอย่างที่กล่าวอ้างกัน
ที่น่าตกใจมากที่สุดสำหรับผม คือ เพื่อนชาวกัมพูชาหลายคนรู้สึกว่าคนไทยไม่เป็นมิตรกับเขาเลย เขาไม่กล้าพูดว่าเขาคือคนกัมพูชา เวลาอยู่ในประเทศไทย ทุกครั้งที่คนขับแท็กซี่ถาม หรือใครก็ตามถามเขา เขาไม่กล้าบอกว่าเป็นคนกัมพูชา เพราะเขากลัวที่จะได้รับการปฏิบัติที่เย็นชาและเกลียดชังจากคนไทย
สิ่งที่เกิดขึ้นกับพวกเขา มาจากความคิดความเชื่อแบบชาตินิยมที่ไร้สาระ จากกลุ่มผู้นำที่ไร้จริยธรรมและเห็นแก่ตัวอย่างที่สุด…
ความเกลียดชังถูกสร้างโดยตัวประวัติศาสตร์ที่ขาดพร่องซึ่งความจริงอันรอบด้าน เราเห็นแต่ความขัดแย้ง และไม่เคยตั้งคำถามว่าประวัติศาสตร์ชุดนี้ สร้างมาเพื่อประโยชน์อันใดกันแน่ เพื่อนชาวไทยบางคนได้เสนอประเด็นขึ้นมาว่า แท้จริงคามขัดแย้งในระดับผู้นำที่เกิดขึ้นและส่งผลมายังพลเมืองเช่นเรานี้ ตัวแสดงที่อยู่เบื้องหลังความขัดแย้งเฉพาะหน้าดังกล่าวอาจมีมากกว่าสองฝ่าย และที่มาของสถานการณ์เฉพาะหน้าอาจซับซ้อนจนเราไม่อาจเข้าถึงหรือเข้าใจได้ ซึ่งเยาวชนกัมพูชาเองก็มองเห็นประเด็นนี้เช่นกัน
และนี่คือเรื่องที่พวกเราต้องการจะก้าวข้ามให้พ้น
คณะทำงานเยาวชนกัมพูชาพยายามอย่างมากในการสร้างพื้นที่เพื่อการแลกเปลี่ยนความเข้าใจระหว่างเยาวชน ทั้งในประเทศไทย และในประเทศเวียดนาม
ผมรู้ดีว่าปัจจัยทางการเมือง อาจเป็นเรื่องที่เราไม่อาจกำหนดหรือเปลี่ยนแปลงอะไรได้ เพราอย่างไร การเมืองที่เกิดขึ้นในระดับประเทศและระหว่างประเทศ เป็นเรื่องของคนกลุ่มหนึ่งในนามของวงศ์วานเครือญาติหรือพวกพ้องเท่านั้นที่ผ่านมา เราแน่ใจในระดับหนึ่งแล้วว่า นโยบายในระดับต่างๆ ที่ถูกกำหนดมาจากฝ่านรัฐไม่เป็นมรรคเป็นผลได้จริงตามที่มันควรจะเป็นได้
แต่บางสิ่งบางอย่าง เราก็มีพลังเพียงพอที่จะสร้างหรือกำหนดมันขึ้นมาได้ ซึ่งสิ่งเหล่านี้หมายถึงการร่วมมือกันเพื่อสร้างความเข้าใจอันดีระหว่างเยาวชนทั้งสองประเทศ ผู้ที่เติบโตขึ้นและมีส่วนในการรับผิดชอบสังคมที่ตนเองใช้ชีวิตอยู่
แม้ว่าถ้อยสนทนาหรือความรู้สึกที่ถ่ายทอดตลอดระยะเวลาของกิจกรรมสานเสวนาที่เกิดขึ้นสองวันหนึ่งคืนไม่อาจดังไปได้ไกลมากนัก
แต่มันยังคงดังก้องอยู่ในใจ เพื่อคอยเตือนให้รู้ว่า รอยร้าวทางความรู้สึก ความเกลียดชัง ชาตินิยมที่งมงายไร้สาระ จะถูกสมานให้ความเจ็บปวดเหล่านั้นบรรเทาเบาบางลงไปได้ วยความจริงใจและความเชื่อมั่นในวันใหม่ที่ดีกว่า
ความร่วมมือระหว่างเยาวชนในภูมิภาคจะต้องถูกขยายพื้นที่เพื่อการรับฟังอย่างลึกซึ้งและเข้าถึงความรู้สึกของความเป็นมนุษย์ด้วยใจที่ปราศจากมายาคติ ซึ่งไม่ใช่เพียงเฉพาะเยาวชนกัมพูชา-ไทยเท่านั้น
และนี่คือจุดเริ่มต้นของศักราชใหม่.
